This is probably Biston betularia ssp. cognataria.
Ref: Hampson vol 3 pg 246, # 3353 which lists species Biston cognataria from North America and NW Himalayas. Whether such a wide distributional spread is possible needs to be studied. B. cognataira is a junior synonym of B. betularia (Lepindex, Biston Zookeys).
